Our message is very simple: PCM admitted to millions in secret payouts, Boards have refused their legal duty, Members want their money back with interest and fees, and Members want the PCM "make work" projects to stop so our 2010 assessments go down.

MAKE WORK PROJECTS
ASSESSMENT CAN GO DOWN APPX. $9 PER MONTH FROM THE CURRENT 2009 LEVEL!
Before the Recall started, United's 2010 planned monthly assessment was increasing approximately $9.00 per month. For 2009, (this year), it went up by over $8.00 per month compared to 2008. Current, because of the Recall, the Board has reduced your projected 2010 assessment increase to zero (i.e. no United increase for 2010). So, the Recall has already been successful in holding down 2010 increase. But, we believe the 2010 assessment can be reduced even more, by approximately $9.00 per month, through elimination of PCM "Make Work" projects. Here's how ...
PCM has two expensive and unnecessary "Make Work" projects still in the 2010 budget plan.
The first is replacement of a wall, 1,700 feet in length, along Laguna Hills Drive. It will cost $500,000, and each of us will pay $6.59 per month for it next year. This work just popped up last March, and was not in any previous plan. If you examine the wall closely, you'll see it does not need to be replaced. You can easily drive by or walk the site. Here is an image from Google (circa 2005). The latest news; now they are saying "oh, only areas that need repair will be repaired. If it cost $20, then that's all we'll spend." However, they still will be collecting the $500,000 from us, at a rate of $6.59 per month, in 2010. These four board members being recalled support keeping this planned 2010 assessment.
The second "Make Work" project is PCM's "Turf to Dirt" Program. Linda Wilson and the other directors being recalled support this "Make Work" project planned for 2010. PCM and these Board members being Recalled want you to believe that it's a State, County, or Water District mandated program, and they're just following the law - "we must do it" they say. NOT true. It is not a law that we do this. Water reduction is mandated - not how we accomplish it. We can simply turn down the water. Prior to the Recall, they were planning approximately $800,000 to turn beautiful grass areas into dirt. Currently, because of the Recall, they have cut the program back to 1 acre at a cost of approximately $200,000. This is another "Make Work" project that will cost residents about $2.65 per month during 2010.
By eliminating these two PCM "Make Work" projects for 2010, and just doing normal maintence/repair on the Laguna Hills Drive wall, we can reduce the planned 2010 assessments by more than $9 per month ($6.59 + $2.65 = $9.24).
This Recall can make these reductions happen!

Here's what the Board says about how votes will be counted using the above ballot ...
"Number of Votes Needed to Recall each of the Four Individual Directors: If a quorum is obtained, a majority of the Memberships actually represented and voting by Secret Ballot must then vote “Yes” to recall each individual Director. The number of votes necessary to recall each individual Director will vary depending on the number of Memberships actually voting by Secret Ballot.
"By way of example only, if 1500 Memberships vote on the Recall, then 751 Memberships must vote “Yes” to recall each individual Director. Another example, if 3000 Memberships vote, then 1501 Memberships must vote “Yes” to recall each individual Director. If 6300 Memberships vote, then 3151 Memberships must vote “Yes” to recall each individual Director." (Ref: http://www.lagunawoodsvillage.com//images/lwlagunawoods/Community%20News/Notice.pdf )
So, they intend to add "Abstain" and "NO" votes together, then require that the "YES" votes exceed that total for a director to be recalled. These current board members are trying to minipulate the election and have nothing but contempt for our seniors.
